On December 14, the RA National Assembly continued the work of the extraordinary session, by voting passing the bills debated on the previous day, among them the bill on Compensation of the Damages Caused to the Servicemen's Life or Health during the Defense of the Republic of Armenia debated in the second reading with the enclosed package.

By proposal of the RA NA Deputy Speaker Eduard Sharmazanov the parliament in one-minute silence and standing honoured the memory of the RA Minister of Emergency Situations, the well-known statesman, General-Mayor of Police Armen Yeritsyan and expressed his condolence to Armen Yeritsyan’s family and the society.

Within the framework of the Open Doors programme the pupils and teachers of Yerevan Levon Mirijanyan N 155 School visited the parliament and were observing the MPs’ work.

The RA Minister of Finance Arpine Hovhannisyan submitted for debate in the first reading the package of bills on Amending the Criminal Code and on Amending the RA Criminal Procedure Code.

In case of passing the bill the law will enter into force from July 1, 2017.

The deputies addressed questions to the minister, which related to the inter-related persons’ format and its expansion, the fight against corruption, the international experience, the offshore zones, the expansion of the format of the persons submitting declaration, the sums coming from the loans, the legality of the illegal income, etc.

At the phase of exchange of thoughts the NA deputies Gagik Jhangiryan, Vahe Hovhannisyan, Naira Zohrabyan, Hovhannes Margaryan, Mikayel Melkumyan, Heghine Bisharyan and Hrant Bagratyan, Levon Zurabyan (ANC Faction) presented their viewpoints.

The RA NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech on the issue, calling on his colleagues to vote for the important legislative initiative.

In her final speech t he RA Minister of Finance Arpine Hovhannisyan touched upon the deputies’ speeches and gave clarifications.

Arpine Hovhannisyan in the first reading also submitted for the deputies’ debate the bill on Amending the RA law on Public Service.

The parliament in the second reading considered the bills on NGOs and on Human Rights Defender and the packages of bills presented to them.

According to the NA Deputy Speaker Eduard Sharmazanov, the bill on Parties was added with the bill on Amending the RA Code on Administrative Infringements, which was debated in the first reading by Arpine Hovhannisyan’s presentation, and the package was debated in the second reading.

Afterwards the RA Minister of Defense Vigen Sargsyan submitted for debate in the third reading on Compensation of the Damages Caused to the Servicemen's Life or Health during the Defense of the Republic of Armenia and the enclosed legislative package.

The draft law NA Rules of Procedure authored by the NA deputies Vahram Baghdasaryan, Hovhannes Sahakyan and Armen Rustamyan was debated in the second reading.

The NA Deputy Speaker Hermine Naghdalyan has informed that the bill was added by the draft laws on Amending the RA law on Public Service, on Amending the Civil Code, on Amending the RA law on State Border, on Amending the RA law on Police, on Amending the RA law on Budgetary System, on Amending the Water Code and the NA draft decision on Approving the Work Procedure of the RA National Assembly, as well as with a number of articles, which will be debated in the first reading.

The key speaker, Hovhannes Sahakyan, submitting the draft laws and the articles under debate in the first reading has noted that the editorial amendments were made.

Presenting the endorsement of the NA Standing Committee on State and Legal Affairs, the Committee member Vahram Mkrtchyan referred to the NA draft decision on Approving the Working Procedure of the RA National Assembly.

The National Assembly will continue the work of the extraordinary session and the debate of the issue on December 15.
